On December 3, 2010, plaintiff Dr. Lonnie J. Parker brought an action against defendant U.S. Department of Justice (“DOJ”) under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 et seq. (2012). Compl. ¶ 1 [Dkt. # 1].
