Plaintiff MEMO Money Order Co., Inc. (“Plaintiff’ or “MEMO”), moves before the Court to enjoin Defendants Andrew P. Sidamon-Eristoff (“the Treasurer”), Treasurer of the State of New Jersey and Steven R. Harris, Administrator of Unclaimed Property of the State of New Jersey (collectively, “Defendants” or “State”), from enforcing Section 3 of 2010 N.J.
