Plaintiff James M. Corr alleges claims against Springdale Borough, Julio Medei-ros III, Kenneth Lloyd, Jason Frye, and Paul Perriello for violation of his Fourteenth Amendment right to procedural due process (Count I), violation of his First Amendment rights (Count II), and violation of his Fourth Amendment rights (Count III).
