¶ 1. The County of Rock and the Rock County Planning and Development Committee 1 appeal summary judgment granted to Rogers Development, Inc. and the Town of Beloit. The circuit court ruled that County land division ordinances relating to the size of cul-de-sacs, the length of blocks and the location of roads constituted public improvement regulations. Accordingly, the court held that under Wis.
