HENLEY, Circuit Judge.

Ms. Osie Bell Blount appeals the decision of the district court1 2denying her relocation *338benefits pursuant to the Uniform Relocation Act (URA), 42 U.S.C. §§ 4601 et seq. We affirm.

Ms. Blount is a former resident of Nursing Inn St. Louis. This nursing home was constructed in 1966 with funds loaned by a private financial institution and secured by a mortgage insured by the Department of Housing and Urban Development (HUD) pursuant to § 232 of the National Housing Act, 12 U.S.C. § 1715w.
