The question before us is the proper construction of the access-to-records clauses required by law to be inserted in various Government contracts. These clauses authorize the Comptroller General to inspect any records that “directly pertain to and involve transactions relating to” the contract into which the clause was inserted. 10 U. S. C. § 2313(b); see 41 U. S. C. § 254(c) (permitting access to “directly pertinent” records “involving transactions related to” the contracts).
