This is in response to your request for an opinion regarding the Governor's Executive Order 98-04 (referred to herein as "Executive Order" or "Order") issued by Proclamation on February 27, 1998, establishing "mandatory guidelines and procedures to be followed by the executive department in areas of employment, grants, contracts and purchasing. . . ."
