The undersigned is United States Bankruptcy Judge and duly appointed Special Master in this proceeding by order of court dated April 13, 1983. The Special Master’s charge, pursuant to the Emergency Rule of the District Court of December 22, 1982, was to tender proposed findings of fact and conclusions of law upon which the District Court, acting as court of original bankruptcy jurisdiction, can base a resulting order.
