As a result of a scheme involving doctors •writing fraudulent prescriptions and “marketers” filling' those fraudulent- prescriptions, and selling them on the street, Dr. Carl Fowler and Michael Thoran, were convicted by a jury of conspiracy to commit healthcare fraud, conspiracy to distribute controlled substances, and conspiracy to pay or ‘ receive healthcare kickbacks.
