Six Pennsylvania hospitals 1 seek declaratory and injunctive relief in this action challenging a recent change in the method by which the Pennsylvania Department of Public Welfare (“DPW”) sets reimbursement rates for inpatient hospital care of Medicaid beneficiaries.
