This is an action by an alleged taxpayer of the County of Rockland against the county, the Board of Supervisors thereof, the chairman and individual members of the board, the budget officer of the board, the chairman of the county committee of the Democratic party, and the individual members of John V. Dinan Associates (an architectural or engineering firm, hereinafter referred to as Dinan Associates). The said chairman of the Democratic county committee (one Michael H.
