GRUENDER, Circuit Judge.
Bouapha Phommasoukha, a 71-year-old native and citizen of the Lao People’s Democratic Republic (“Laos”), 2 petitions for review of a final order of the Board of Immigration Appeals (“Board”). The Board affirmed without opinion the decision of the Immigration Judge (“IJ”) denying Phommasoukha’s applications -for asylum, withholding of removal, and protection under the United Nations Convention Against Torture.
