This is a suit under the Administrative Procedure Act (“APA”), 5 U.S.C. § 702, for judicial review of a federal administrative agency action. This matter comes before the Court on three motions for summary judgment filed by Ocean Advocates 1 the United States Army Corps of Engineers (the “Corps”) and defendant-intervenor Atlantic Richfield Company (“ARCO”).
