MEMORANDUM OPINION AND ORDER

Petitioner Frontera Resources Azerbaijan Corporation (“Frontera”) seeks enforcement of an award granted by a Swedish Arbitral Tribunal, pursuant to the Federal Arbitration Act, 9 U.S.C. §§ 9 and 13. Respondent State Oil Company of the Azerbaijan Republic (“SOCAR”) moves to dismiss the petition for lack of personal jurisdiction and on forum non conveniens grounds.
