LEVI RAY HAIRE, Judge.
The trial court granted summary judgment for Defendants-Appellees, Sam Lewis and the Arizona Department of Corrections (collectively, the Department), on the complaint filed by Plaintiff-Appellant, Steven Rande White. White was an inmate at the State Prison in Florence, Arizona. White claimed that, as a result of the Department’s indigence policy, he was denied his constitutional rights of access to the courts, access to his family and friends, and access to sanitary supplies.
