This matter is presently before the Court on the Objections of the Respondent to the Report and Recommendation of Magistrate Virginia M. Morgan in which the Magistrate Judge recommended that this Court grant Petitioner David Bunker’s Petition for a Writ of Habeas Corpus pursuant to 28 U.S.C. § 2254.
