The Libertarian Party et al. (Libertarian Party) brings this declaratory judgment action to challenge the constitutionality of 1995 Wis. Act 56 (the Stadium Act) on state grounds. The Sta dium Act provides for the formation of local baseball park districts and empowers those districts to build and maintain professional baseball park facilities.
