¶1 Roy Ostroski and the Washington State Department of Natural Resources (DNR) appeal the superior court’s reversal of the Forest Practices Appeals Board’s affirmance of a DNR-approved permit.1 This DNR permit would have allowed Ostroski to convert forest land within a Special Management Area of the Columbia River Gorge National Scenic Area (CRG-NSA) to a new agricultural use.
