This case is an appeal from an order of the United States District Court for the Southern District of Illinois dismissing with prejudice the civil rights case of plaintiff Larry Spain and an order of sanctions against Mr. Spain’s counsel, Eric Vickers. Mr. Spain filed this suit under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., and 42 U.S.C. § 1981 in November, 1995, claiming he was wrongfully terminated as school principal because of his race by his employer, defendant-appellee Board of Education of Meridian Community Unit School…
