ORDER DENYING CERTIFICATE OF APPEALABILITY

George James Allen, a state prisoner proceeding pro se, requests a certificate of appealability (“COA”) to appeal the district court’s denial of his 28 U.S.C. § 2254 habeas petition. For substantially the same reasons set forth by the district court, we DENY a COA and DISMISS.

Allen was convicted of two counts of sexually abusing a minor child. He was sentenced to consecutive prison terms that totaled one hundred twenty years. He appealed to the Oklahoma Court of Criminal Appeals (“OCCA”), and on December 19, 1995, his convictions were affirmed. Almost…
