In this CPLR article 78 proceeding, petitioners Martin *277Golden, Jeffrey Livingston and Felipe Luciano (collectively petitioners) seek, inter alia, a judgment invalidating Local Law No. 27 (2002) of the City of New York (Local Law No. 27), and a declaration that any further attempt by respondent New York City Council to enact such law is subject to a mandatory referendum.
