This petition for review involves a claim by co-respondent Harold Lockhart for disability compensation under the Longshore and Harbor Workers’ Compensation Act, 33 U.S.C. § 901 et seq. (“the Act”). The Benefits Review Board (“the Board”) rejected the contention of petitioner, who is the Director of the Office of Workers’ Compensation Programs (“the Director”), that co-respondent General Dynamics Corporation, Lockhart’s former employer, did not qualify for limited liability under section 8(f) of the Act (“Section 8(f)”).
