The act of congress of May 24, 1824 (4 Statutes at Large, p. 69), modifying the previous acts on the subject of the naturalization of aliens, authorizes the making of the declaration of intention of any alien to become a citizen of the United States before the cleric of any of the courts *317named in the act.
