In this appeal, we consider whether the trial court properly sustained a demurrer to the landowners’ amended bill of complaint challenging the refusal of the Town of Warrenton to consent to the vacation of a subdivision plat.

The property at issue is approximately 3.2 acres of land zoned for multi-family, residential use in the Town of Warrenton (the Town). The property originally was Part 1 of Copper Mill, a townhouse subdivision developed by KRC Corporation.
