URBIGKIT, Justice.

The Wyoming State Superintendent of Public Instruction and the members of the State Board of Education appeal a trial-court decision determining that a statute was unconstitutional which reduced state educational funding for a specific school district because the county assessor allegedly under-assessed in that county, consequently reducing local resource contributions within the total funding formulae.
