Jon Gettman and High Times Magazine petition this Court for review of the March 20, 2001 decision of the Drug Enforcement Administration (“DEA”) denying their petition to initiate rulemaking proceedings to reschedule marijuana under 21 U.S.C. § 811(a). See Drug Enforcement Administration Notice of Denial of Petition, 66 Fed.Reg. 20038 (April 18, 2001).
