{¶ 1} Defendant-Appellant, Nicholas J. Kinstle, a.k.a. J.C. Matthews, appeals the decision of the Allen County Court of Common Pleas granting summary judgment in favor of Defendant-Appellees, Jim Link as Treasurer of Allen County ("Treasurer"), the Board of Allen County Commissioners ("Commissioners"), and the Allen County Engineer ("Engineer") (Treasurer, Commissioners, and Engineer collectively referred to as "Appellees").
