The substance of the petition is, that on the first day of July, 1899, the relator presented to Charles P. Higgins, the excise commissioner of the city of St. Louis, his written application for a license to keep a dramshop at number 100 North Jefferson avenue in said city for a period of six months, and thereafter on July 3 filed with said commisssioner the petition of the property owner in numbers, location, etc., as required by law, and that on his application and said petition a license was issued to him to keep a dramshop at said number for a period of six months: that at the expiration…
