This is a petition to review the' April 8, 1992, order of the Benefits Review Board of the United States Department of Labor (“the Board”), granting General Dynamics Corporation relief from its compensation liability pursuant to section 8(f) of the Longshore and Harbor Workers’ Compensation Act (“the Act”), 33 U.S.C. § 908(f) (1988).
