Donald Watkins (Watkins) petitions pro se for review of a decision of the Pennsylvania Board of Probation and Parole (Board) which granted in part his request for administrative review.

On April 23, 1991, Watkins was sentenced to serve three to six years at the State Correctional Institution at Graterford, Pennsylvania, based on a charge of possession with intent to distribute a controlled substance.
