This post-award bid protest concerns a procurement by the Department of Homeland Security (“DHS” or “the government”) of information technology (“IT”) services. In issuing the pertinent solicitation, DHS sought proposals by offerors responding in one of two different tracks, small business and unrestricted. DHS anticipated making multiple awards of indefinite delivery/indefinite quantity (“ID/IQ”) contracts for each track.
