I. INTRODUCTION
This case comes before the Court on Plaintiffs Motion for Preliminary Injunction, filed on July 27, 1988. Plaintiff Donald Theriault, an inmate at the Maine State Prison (the “Prison”), brings this motion pursuant to Rule 65 of the Federal Rules of Civil Procedure and the First and Fourteenth Amendments to the United States Constitution, to enjoin the Prison from preventing inmates from sending mail outside the Prison in plain, unmarked envelopes.
