The dispositive question in this appeal is whether certain documents prepared by appellee Georgia Department of Transportation (hereinafter DOT) are exempt from disclosure under the Open Records Act, OCGA Ch. 50-18, Art. 4, as “secrets of state,” OCGA § *63224-9-21 (4), or “state matters of which the policy of the state and the interest of the community require concealment,” OCGA § 24-9-27 (d).
