Plaintiff Edward E. Bintz ("Bintz") commenced this action against defendants for judicial review of a final agency action by the Federal Emergency Management Agency ("FEMA") pursuant to the National Flood Insurance Act, 42 U.S.C. § 4001 et seq. Bintz appeals an order of the magistrate *299judge denying his motion (Doc. 24) to supplement the administrative record and for leave to conduct discovery.
