This appeal arises out of the trial court’s judgment granting a motion for summary judgment.

FACTS

On or about June 13, 1990, Exxon Corporation (Exxon) submitted a bid on Tract 90-12, covering approximately 640 acres located within Township 22 South, Range 31 East, Section 16, Buras Levee District, Plaquemines Parish, Louisiana. The bid was offered pursuant to an advertisement for public bids for an oil, gas and mineral lease by Plaquemines Parish Government (PPG), as the Buras Levee District, in compliance with La.R.S. 30:126, et seq.
