Dear Representative Hyde:

I am writing in response to your request for an opinion on how a precinct's boundary change affects its prior local-option vote. You indicate that a North Little Rock precinct originally voted to prohibit the sale or manufacture of alcoholic beverages (a "dry" vote) under Arkansas's local-option rules.
