On July 9, 1984, the Governor of the State of New York issued Executive Order No. 43 directing State agencies which have regular contact with the public, including the Departments of State, Labor, Motor Vehicles and Social *245Services and the Workers’ Compensation Board, to conduct voter registration projects to assist citizens in registering to vote.
