Plaintiff sought a writ of mandamus to compel the Illinois Department of Transportation to prequalify plaintiff as an eligible bidder on highway construction contracts. The trial court entered judgment on the pleadings and granted mandamus, ordering defendant immediately to prequalify plaintiff. Defendant appeals.
