In the present case, two organizations representing residents of Milwaukee’s in*660ner city challenge a decision of the Federal Highway Administration (“FHWA”) and the Wisconsin Department of Transportation (“WisDOT”) to make improvements to the “Zoo Interchange,” which is a part of the Interstate Highway System located in the Milwaukee Metropolitan Area.
