MEMORANDUM OF DECISION

URBOM, District Judge.

Steven Roy Harper was convicted of two counts of murder in the first degree and three counts of poisoning with intent to kill, based upon evidence of a poisoning incident. He was sentenced to death by electrocution. His petition for a writ of habeas corpus is before this court now. The United States Magistrate David L.
