Bell, Justice.

In the brief of counsel for the plaintiffs in error, defendants in the court below, it is stated that there are four primary questions for determination. We shall deal with these questions, so far as necessary, in the order in which they are stated in the brief. The first question is whether the ordinary of White County had authority to call a county-wide election, when seven of the ten militia districts had already adopted the no-fence or stock law by district elections.
