The first section of the Act in question authorizes the Town of Orange, acting by the Savin Rock Park Commission, to construct and maintain a seawall along the line of mean low-water in Long Island Sound, from a point on low-water mark opposite Bradley’s Point to the New Haven line, and to fill in and grade the space lying between high and low-watermark.
