In 1972, Congress amended the Longshoremen’s and Harbor Workers’ Compensation Act (the Act) to eliminate any liability of a vessel for injuries to longshoremen during cargo operations unless caused by the negligence of the vessel. This case presents, for the first time in this court since the Supreme Court’s decision in Scin-dia Steam Navigation Co. v.
