OPINION and ORDER

SALVADOR E. CASELLAS, Senior District Judge.

Pending before this Court is Co-Defendant the United States of America’s (“United States”) motion to dismiss (Docket # 38). Plaintiffs proffered a reply in opposition (Docket # 41), which was followed by a series of cross-motions by each of the parties (Dockets # # 45, 47, 50, 60, and 67). After reviewing the filings, and the applicable law, Defendants’ motion to dismiss is GRANTED.
