KLEIN, Justice.

The issue in this appeal is the timeliness of a claimant’s appeal of the Director of Labor and Industrial Relations’ (DLIR) decision to the Labor and Industrial Relations Appeals Board (LIRAB). 1 We are asked to decide if a motion to reopen a ease for newly discovered evidence pursuant to Hawai'i Revised Statutes § 386-89(a) (1993) 2 tolls the twenty-day period within which a claimant must appeal the DLIR’s decision. We hold that it does.
