¶ 1 The Oldahoma Turnpike Authority (the “Authority”), pursuant to 69 O.S.2011, 1718, applies to this Court for approval of an issuance of bonds captioned “Oklahoma Turnpike Authority Oklahoma Turnpike System Second Senior Lien Revenue Bonds, Series 2016” (the “Series 2016 bonds”) in an amount not to exceed $480,000,000. The Authority has requested the funds in order to: (1) finance a portion of the capital costs of certain turnpike projects and improvements known as the “Driving Forward Projects,” (2) refund the outstanding principal amount of the Authority’s Oldahoma Turnpike System…
