Tbe county commissioners of Luzerne County appeal from tbe refusal of the court of quarter sessions to approve the replacement of a county bridge pursuant to the act of February 14, Í907, P. L. 3, as proposed by appellants. Tbe court was of opinion that tbe bridge should be repaired, and therefore declined to approve replacement.
