This matter is before the Court on the plaintiffs motion for preliminary injunction. The plaintiff, Disamodha C. Armara-singhe, M.D., filed a complaint and motion for preliminary injunction, including exhibits, on June 11, 2001. The plaintiff seeks inclusion on the upcoming ballot for the election of a representative for the United States Fourth Congressional District for Virginia.
