The State of Wisconsin appeals from an order issuing a writ of mandamus to Patrick Braatz, Administrator of the Division of Health Professions and Services Licensing for the Wisconsin Department of Regulation and Licensing, requiring him to release to the petitioner-respondent, James Munroe, certain records relating to a physician licensed by the department.
