Before this Court are two appeals. The most recent appeal is from a decision of the Rhode Island Personnel Appeals Board (the "Board"), finding it lacked jurisdiction to hear Keith Fransson's appeal because it did not receive the appeal within the thirty-day jurisdictional deadline. The earlier appeal at issue is by the State of Rhode Island Division of Personnel (the "Division") from a decision of the Board that ordered the Personnel Administrator to perform his statutory duties and responsibilities and allocate or reallocate, then properly classify Mr. Fransson's current position.…
